MINIMUM QUALIFICATIONS: Bachelor’s Degree in public administration, or a closely related field; four (4) years of emergency services experience in public or private sectors; two (2) years supervisory experience; OR, an equivalent combination of experience, education and training which provides the desired knowledge, skills and abilities of this classification; must possess and maintain a valid Arizona Driver’s License and possess the ability to acquire various certifications and licenses as the position may require.
TYPICAL DUTIES: (Illustrative Only) Develops, administers, and maintains the emergency services program for Cochise County in accordance with ARS § 26-308. Specific duties may include the following: plans, directs, and coordinates the civil preparedness and disaster relief resources; prepares emergency services and continuity of operations plans for County departments/elected offices and local agencies; acts as intergovernmental liaison; provides for and staffs an emergency operations center; responds to and investigates hazardous materials incidents; coordinates hazardous materials cleanup, relief, and mitigation actions; conducts in-depth investigatory functions; trains personnel in the operation of the emergency services system; trains and evaluates staff; prepares budget; prepares requests for federal and state financial assistance; seeks out and identifies emergency services grants and related Homeland Security funding.
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of:
- fundamental principles of organization and administrative management;
- hazardous materials response techniques;
- training and public information concepts and techniques regarding Homeland Security Initiatives.
Good knowledge of:
- the principles, procedures, practices, and techniques of emergency management, to include the National Incident Management System (NIMS);
- laws, rules, and regulations applicable to emergency/hazardous materials services;
- automated data processing systems;
- the principles and practices of public administration;
- dealing with hazardous chemical programs.
Considerable skill in:
- working cooperatively with public officials, private sector community leaders, employees, and the public;
- analyzing administrative and fiscal problems and in developing feasible and effective solutions;
- managing, coordinating, and communicating a comprehensive emergency services program.
Ability to:
- direct and supervise the work of others, to include civilian volunteers, law enforcement and public safety and health workers.
- interpret and analyze information;
- establish effective working relationships with employees, other agencies, and the public;
- follow written and verbal instructions;
- communicate effectively verbally and in writing.
- formulate and prepare policy and procedure regarding Emergency Service Response.
WORK ENVIRONMENT: While performing the duties of this classification the employee is frequently exposed to adverse weather conditions or in extreme hot and cold; traveling at high speed when responding to emergency situations; exposure to remote, isolated areas; confinement in secured areas; exposed to potentially hazardous, disabling and life threatening situations.
PHYSICAL DEMANDS: While performing duties of this classification the successful applicant should: Possess visual acuity (corrected or uncorrected) of at least 20/40 with normal color vision in all ranges. Additionally the requirements of this classification entail the worker to be able to cross rough terrain, endure extreme heat and cold, stand for long periods; crouch, kneel, stoop and lift up to 50 pounds from the ground to waist level.

PIMA COUNTY WIRELESS INTEGRATED NETWORK EXECUTIVE DIRECTOR
SUMMARY: Directs, plans, coordinates and administers the functions and activities of the Pima County Wireless Integrated Network (PCWIN) Cooperative as directed by the Intergovernmental Agreement to operate, maintain, sustain, improve and finance the PCWIN. Receives guidance and direction from the PCWIN Board of Directors. This classification is in the unclassified service and is exempt from the Pima County Merit System Rules.
DUTIES/RESPONSIBILITIES:
Maintains contact information for all Board of Directors, Executive Committee and working group representatives; Attends all meeting and coordinates efforts for the Board of Directors, Executive Committee and Operations Working Group; Prepares and maintains meeting notices, agendas and minutes for the Board of Directors, Executive Committee and Operations Working Group; Serve as an ex officio, non-voting member of the Cooperative Board of Directors, and Executive Committee; Manages the overall administrative functions of the Cooperative; Assembles working groups in addition to the Technical and Operations Working Groups as necessary to address issues; Prepares and submits to the Executive Committee and the Board of Directors revenue and expenditure budgets and financial reports that follow standard accounting practices; Updates fee schedules and provides billing and cost recovery services using standard accounting practices; Maintains an inventory of all Network infrastructure and real property used on behalf of the Cooperative; Provides monthly Network performance reports; Maintains contact information for all Members and member agencies; Serves as the custodian of records for the day-to-day operation of the Cooperative and maintains this Agreement and all other records of the Cooperative in accordance with the records retention and disposition schedule of the Administrative Managing Member; Annually updates the PCWIN Business Plan, including a five-year financial forecast for approval by the Executive Committee and the Board of Directors; Maintains operating procedures and policies; Liaise with member agencies to establish and maintain mutual understanding and cooperation; Liaise
with the Administrative Managing Member, Network Managing Member, and
Maintenance Providers to address operational and service matters on
behalf of the member agencies;
Performs other duties as directed by the Board of Directors and the Executive Committee.

DESIRED QUALIFICATIONS:
A Bachelor's degree from an accredited college or university with a major in Business, Public Administration, Government, Political Science or other closely related field, and seven years of related professional experience of which at least two years were in a supervisory or managerial capacity. Note – additional relevant professional-level experience may substitute for the educational requirements identified.
Licenses and Certificates: Possession of a valid Class D Arizona Driver’s License is required at time of appointment.
Physical/Sensory Requirements: Physical and sensory abilities will be determined by position.

The expected starting salary for this position is $75,000-$112,000 (depending upon the qualifications of the selected applicant).
