Chemical emergency prevention and Preparedness

Chemical emergency prevention and preparedness in Maricopa County is the mission of the Maricopa County Local Emergency Planning Committee. The Maricopa County Local Emergency Planning Committee (MCLEPC) carries out planning responsibilities set forth in the federal Emergency Planning and Community Right-to-Know Act established in 1986.

In a discussion based table top exercise recently conducted and coordinated by the MCLEPC for multiagencies responding to a large scale chlorine incident resulted in recommendations for further understanding of specific hazards and hazardous materials response for communities, residential areas and businesses. Additional public education such as evacuation, shelter in place and emergency alert systems was also identified.

The Maricopa County Local Emergency Planning Committee maintains an on-going local forum for community discussion and action about hazardous chemicals, ensuring the public is prepared for possible chemical hazards and that adequate resources are available. Recovery News

The Department of Homeland Security /FEMA has established a Public Assistance Pilot Program for federal disasters declared beginning June 1, 2007 - December 31, 2008. This program was established to meet three objectives:
  1. Reducing the costs to the Federal Government of providing assistance to State and local governments.
  2. Increasing flexibility in grant administration.
  3. Expediting the provision of assistance to States and local governments.


The program consists of four key components:

  • Provide grants on the basis of estimates for large projects up to $500,000 (Categories A, C-G).
  • Provide an additional 5% federal cost share to applicants that have a FEMA-approved debris management plan AND at least 2 pre-qualified debris and wreckage removal contractors identified prior to a disaster.
  • Allow applicants to retain any revenue from the salvage value of recyclable disaster debris as an incentive to recycle debris.
  • Reimburse the straight or regular time salaries and benefits of an applicant’s permanently employed staff that perform debris-related activities.


We like taking a proactive approach to the Recovery process and always want to arm our applicants with as much information as possible prior to an event. The Recovery Office will conduct a workshop this summer for those potential applicants that are interested in the PA Pilot Program and to develop a debris management plan. We are currently working with DHS/FEMA to schedule dates for the workshop.

State of Arizona Contributes to the National Disaster Housing Strategy
Announcement from ADEM Recovery

The Federal Emergency Management Agency (FEMA) was charged under section 683 of the Post-Katrina Emergency Management Reform Act to develop, coordinate, and maintain a National Disaster Housing Strategy. FEMA convened a workgroup for development and requested that the National Emergency Management Association (NEMA) provide five appropriate representatives from its membership for input. The Arizona Division of Emergency Management's Recovery Office was chosen to fill one of these five openings. The purpose of the Strategy will be to clearly define the roles, programs, authorities, and responsibilities of each entity providing housing assistance in the event of a Presidential Major Disaster Declaration for Individual Assistance.

The Strategy was delivered by FEMA to the US Congress in July of 2007.
