John joined the Maricopa County Department of Emergency Management as the Emergency Services Planner for the Palo Verde Nuclear Generating Station in 2003. He is also the department’s Continuity of Operations Program (COOP) planner and liaison to the cities of: Buckeye, Goodyear, Scottsdale, and Surprise.
Prior to coming to Maricopa County John served as Northern Regional Administrator for the Adult Probation Services Division of the Administrative Office of the Arizona Supreme Court, Deputy Chief Probation Officer for the Gila County Adult Probation Department and spent six years in law enforcement with the Gila County Sheriff’s Office and the Globe Police Department. He served 15 years enlisted and commissioned service with the United States Army Active, National Guard and Reserve components. His last assignment was as an instructor for the Officer Advanced and Basic Courses at the U.S. Army Military Police School.
John graduated from Miami High School and received his Bachelor of Science Degree in Public Administration from the University of Arizona. He currently serves as an Adjunct Instructor for the Arizona Division of Emergency Management and is also certified by the Emergency Management Institute as a Master Exercise Practitioner.
He has been a member of AESA for five years and has served as a member of the Conference Committee as well as Secretary and President-Elect.

Matthew Parks was appointed Assistant Director in ADEM on November 17, 2003. Previously he was a Program Manager in the Operations Section, Hazard Analysis unit. Prior to joining Arizona’s Division of Emergency Management on August 14, 2000 Matt served in the U.S. Army.
As the Logistics Director he supervises Program Managers in communications, facilities management, information technology and website management. Other program responsibilities include donations management, volunteer management, ETeam, 211 Call Center, EMAC, AidMatrix, inter and intra-state mutual aid agreements, safety and resource management.
Matt has led the Logistics section on numerous emergencies and disasters in the state including winter storm floods, monsoon flash floods, wildfires, and Operation Good Neighbor (hurricane Katrina). He has served as an assessor on the national Emergency Management Accreditation Program (EMAP) and is currently the lead state representative for region nine in the Emergency Management Assistance Compact (EMAC). Matt is the state lead for Arizona’s Mutual Aid Compact.
Matt retired from the U.S. Army in July 2000 after serving 21 years, 4 months and 22 days. He served his entire career in the Army Engineers; 9 years in construction engineering and 12 years in topographic engineers (map makers). He earned a BS from Regents College of New York in 2000 and an Associates Degree from Central Texas College in 1996. Matt is currently enrolled in the Master of Administration program at NAU and expects to graduate in fall of 2009. In April 2007 he completed the Certified Public Manager (CPM) course ASU.

Michelle is a 22 year employee of Bank of America and currently holds the title of Vice President and Business Continuity & Risk Manager for ATM Technology & Operations. Prior roles include Supplier Management & Compliance, Corporate Business Continuity, Project Management and Finance. Michelle holds professional certifications including Certified Business Continuity Professional by Disaster Recovery Institute and is a Green Belt certified project manager. In addition to AESA, Michelle is a member of several professional organizations, including Arizona Association of Contingency Planners, Disaster Recovery Institute, Project Management Institute, and Toastmasters. Michelle also holds leadership roles in two internal Bank of America employee development networks and groups.

Pamela Lansbery currently holds the position of Manager of Technical Operations at Arizona Public Service Company. Her responsibilities include partnering with local, regional and State emergency management personnel on behalf of APS. She has been a member of AESA for 4 1/2 years, and has served on the conference planning committee during that timeframe. In 2007, she was elected to the AESA Executive Board filling the position of Sergeant at Arms. In 2008, Pamela was asked to serve as AESA Treasurer and currently holds that position as well as continuing to serve on the conference planning committee.

Don is currently the Emergency Preparedness Coordinator for the three campuses of Scottsdale Healthcare. Don has 20 years experience working with safety, environmental and emergency preparedness both in the electronic/aerospace and Healthcare industry. Don has been with Scottsdale Healthcare for over 9 years. Don enjoys writing emergency plans conducting training, educating and discussing emergency preparedness, bioterrorism and other related subjects as it pertains to emergency preparedness.
Don obtained his internationally recognized certification as a Certified Emergency Manager (CEM) through the International Association of Emergency Managers in 2006. Don also holds a Certified Infrastructure Preparedness Specialist (CIPS) certification.
Don has been part of AESA for over 12 years and was elected as the membership chair for the last 4 years.

Judy joined the Arizona Division of Emergency Management in November 2003 as a Public Information Officer.
As a Public Information Officer, Judy is responsible for coordinating a “single governmental voice” when responding to an emergency that requires state assistance. She works with state agencies, tribes, counties and volunteer organizations in coordinating public awareness campaigns, emergency messaging and preparedness issues.
Judy is the 2-1-1 Emergency Bulletin System Administrator. As the Emergency Bulletin System Administrator, Judy works with emergency response agencies/jurisdictions to make Arizona 2-1-1 (www.az211.gov) is a “one-stop shop” for emergency information for the citizens of Arizona.
Judy is an Arizona native and earned a bachelor’s degree in Communication from Arizona State University.

I moved to Arizona in the summer of 2004, and started work as an Administrative Assistant for the Maricopa County Department of Emergency Management. I enjoyed the field and people working in it so much that I decided to go back to school to study Emergency Management. I am currently a graduate student at ASU Polytechnic, obtaining an MS in Environmental Technology Management. I am also, now, one year into my position as an Emergency Services Planner with the Department of Emergency Management. My primary responsibility within the department is for flood planning, heat emergencies, and the Maricopa County Emergency Notification System (ENS). I also serve as the liaison for the American Red Cross, and cities of Litchfield Park and Tolleson.

Sheri Gibbons serves as the Emergency Management Coordinator for the Gilbert Fire Department. Her activities include the Town of Gilbert’s all-hazard preparedness, mitigation, response, and recovery activities. Sheri is a Certified Emergency Manager (CEM) by the International Association of Emergency Managers and holds a Certified Public Manager (CPM) certification form ASU. She has a Bachelor Degree in Nursing from the University of Phoenix and a Master Degree in Public Health from the University of Massachusetts-Amherst. Sheri is a Registered Nurse and worked as an Emergency Department, Critical Care and Flight Nurse for several years. Following the Terrorist Attacks of 9-11 her medical/public health background led her into an Emergency Management career. She has been a member of AESA for 4 years, currently serving as Member At large.
Sheri is a Native of Phoenix. She is married and her husband Darrell is a Captain with the Chandler Fire Department. They have a beautiful 8 year old daughter named Tayler.

John has been part of the Arizona EMS community for more than 25 years including 15 years as a line Firefighter EMT. John is proud to be on the Board of AESA as the Sargent of Arms.
His experience also includes 10 years of services with air ambulance provider Air Evac Services. John has served on AEMS as Co-Chair of the Board of Directors and currently is Co-Chair of the Transfer of Care Committee for AEMS. He also has worked closely with Arizona Department of Health Services EMSystem users group for the Central Region of Arizona. John also serves on the Arizona Health Care Association Board of Directors. The East Valley Senior Services Board of Directors and Mesa United Way Board of Directors.

Growing up in rural New York State, northeast of Buffalo, Pete is a survivor of the Blizzards of ’77 & ’78. As a teen, he assisted other locals during the weeklong storm events that produced snowdrifts as tall as telephone poles, engulfing as many as 20 vehicles in a drift - food supplies and medicines were ordered via CB radio and delivered by snowmobile. People survived with help from each other………maybe this was an inkling of things ahead.
Deciding he’d had enough of the snow, Pete now resides in Mesa Arizona - from the freezer to the frying pan – referring to the weather of course.
Pete is a graduate of Wilson Central High School, has a 2-year Vocational Degree in Diesel and Heavy Equipment Repair, an Associates Degree in Business from Niagara County Community College, a Bachelors Degree in Business Management from the University of Phoenix and holds a Certified Public Manager (CPM) Certification through Arizona State University. Pete has also successfully completed the FEMA Professional Development series of classes. He holds a Certified Emergency Manager (CEM) Program Certificate from the International Association of Emergency Managers (IAEM). Just recently, he has also earned the Certified Floodplain Manager (CFM) designation through the Association of State Floodplain Managers, Inc., Certified Board of Regents.
Currently, is completing course work toward a Masters Degree.
He has been directly involved with several presidential declared disasters since accepting the Director of Emergency Management/LEPC Coordinator position in Pinal County shortly after September 11, 2001.
Pete received the 2005 Arizona Emergency Services Association (AESA) Award of Excellence and is currently serving as President for the association.
His hobbies include woodworking, golf, fishing, hunting & bowling.
